It will depend on the model you buy - on some system, yes. On others, no.
Note that swapping a keyboard is easy on some systems and hard on others - and that you'll be venturing into a process that could void your warranty, so in general - you'd be better off buying a system equipped with a keyboard that you want. Also note that part of the Dell sales agreement is a "no export" clause - in other words, you're agreeing not to move the system outside the US.
