Latitude D410 Slow Boot Problem

I'm working on a Latitude D410, and it take an extremely long time to boot.  At first, I thought it was a Windows Problem because this laptop use to be on a corporate domain.  I did a clean install of Windows XP, and it didn't help.
 
I found out later that someone spilled coffee on the laptop, and the motherboard was replaced.  I'm not sure what else was replaced.  I ran a full system diagnostics, and everything passes.  I tried powering the laptop with minimal parts installed.  Removed the modem, wireless card, 1 dimm, etc.  I even tried booting with the keyboard removed, and nothing helps.
 
The strange thing is when I tried to installing XP with a new hard drive installed, it doesn't even boot off the CD, although it formatted and installed Windows XP just fine on the old drive.
 
I would like to try to flash the BIOS, but the battery doesn't even hold a charge, and I don't want to brick the laptop.
 
Any help would be appreciated.
