When the battery is inserted the system tries to startup with lights and noise but doesnt have any picture and fails to start  windows.

Using AC power only and no battery it starts fine and diagnostics state LCD inverter failure 1000-0322.

Does this mean I need a new system board (eg soldered chip malfunction) or can this sort of component be replaced at a service centre?
