Networker does not allow you to do this. A bootstrap cannot be backed up to a remote device, but a bootstrap clone can be written to a remote device. If you use mmrecov to recover a bootstrap save set, you must recover the data from a local device. You can backup the boostrap locally to the server and then clone or stage it off wherever you want but when running the mmrecov operation, you will need to get it back locally first.
You need to find the right bootstrap and mount the appropriate volume to the tape library attached to the server. For full details, you can look at the Disaster Recovery Guide in Powerlink. For Networker 7.6, this is at:

That would explain why I can't get it to work - it is for DR purposes!
Do you know how you would recover the the bootstrap locally from a staged/clones tape?
