NIC status lights
I've read the manual but they dont explain 2 solid yellow lights when the PC is OFF. Also, while they appear to be bright in the pic they aren't as bright in person. The reason I ask is that we are receiving reports of WOL failing randomly in a classroom of optiplex 780 usff. When I checked I noticed that the PC's that failed displayed the lights as pictured below. Removing the network cable did not change the status of the lights. Powering on the PC, booting into windows (network working), and shutting down showed the normal nic led status and was able to wake up the PC. WOL is configured correctly in the BIOS. C state control is disabled. Low Power mode is disabled. I am wondering if the lights as displayed below is indicating some sort of fault?

bump to add;
The lights are still illuminated when the network cable is unplugged. "Normal" (properly configured for WOL) PC's show a solid green and blinking yellow when off.
What is the meaning of two solid dimly lit yellow LED's on a powered off PC?
