The iDRAC functions as the fan controller for the server. I would recommend restarting the iDRAC to see if that helps. You can do that through command line using "racadm racreset" if OpenManage Server Administrator or RAC tools are installed. Alternatively, you can also shut the server off, unplug it from power, then hold the power button down for 30 seconds.
If the fan still spins high, you can swap the fans to see if the issue follows the fan, or the location on the board.
Also, you can check C1E state in BIOS. When C1E is disabled in the system BIOS, the fan RPM has to be increased to ensure the long-term reliability of these processors. When the C1E deactivation feature is not required, use the Custom profile and enable C1E.
