CPU stuck at max frequency, even when idle
This problem occurs on Dell Precision 5560 with Core i9 11950H RTX A2000, as soon as I start the computer, the CPU runs at max speed clock at 4.8GHz, CPU temperature is 90-100 degrees Celsius, I also reinstalled Windows and updated BIOS, reset BIOS to default but still no results, I tried setting maximum processor state at 99% but the CPU is still stuck at 2.5GHz, I hope everyone can help me

I noticed that the CPU clock only automatically drops when the temperature is too high, ~100 degrees C and I also only use the balanced power option, otherwise the cpu always tries to run at maximum clock speed even when idle
