lost system administrator operation

Please help.  Starting today, I recieve "the operation has been cancelled due to restrictions in effect on this computer".  I am the system administrator.  Can not see system tools anymore.

    Not the same as your message,"the operation has been cancelled due to restrictions in effect on this computer"
     
    In link below,"This operation has been canceled due to restrictions in effect on this computer. Please contact your system administrator".
     
     
    Which OS and browser?

    Thanks Tom for getting back to me, I guess I put two issues on this one.  I am not able to get into my "set program access and defaults" or control panels.  I receive the same error for both.
