CometLake-S GT2 UHD Graphics 630 aka 10th gen INTEL Graphics.

Most likely drive is corrupted or worse malware has hijacked INTEL UHD Graphics and thats why it wont load.

Either reinstall clean from scratch or get a new drive and install clean and recover your data if possible using a dock for the old drive.

How do you reinstall from scratch?  Do I remove this drive first then ?  reboot computer or?

You will need recovery media to F12 boot from.

Easiest media is USB2 flash drive.

You use the media creation tool to make it.

1.  
   On the Windows 10 download page, download the media creation tool by selecting Download tool now, then run the tool.

   In the tool, select Create installation media (USB flash drive, DVD, or ISO) for another PC > Next.

   Select the language, architecture, and edition of Windows, you need and select Next.

   Select USB FLASH > Next, and the tool will create your installer for you.

I already have windows 10 on my computer.  What is the easiest way to fix the software already installed for this graphics card?  Can I delete it and reinstall it?  If so how?
