Precision 360 Performance Problem

We have a Precision 360 with 1gb of RAM, 2,8Ghz CPU, running Windows XP Pro. In other words what should be a very hot machine. It is also connected to a LAN and the BIOS rev level is A05.
 
The problem is it is dead dog slow. Does anyone have any ideas, suggestions, or hints for making this machine run at the speed I expect it is capable of.

    I also have the same problem with my Dimension even since I got my computer its been running below the average speed that a Intel P4 HT should be running at.
