i would also suggest the same thing what jongkind has mentioned. it seems like the system has been infected by some virus / spyware. i would also suggest some of the steps mentioned below

(1) shutdown the system disconnect all the external devices from the computer like printers, webcam, external hard drive...... however make sure you do not disconnect ur keyboard, mouse, monitor and power cable from the system.

(2) remove the power cables from the wall jack only for the system once you have done that press the power button on the system for 5 sec { hold it down for 5 sec } if the system still runs slow then do the steps mentioned below

(3) at the dell logo press the F8 key select the safemode option for the user name click on the administrator account it will give you a pop-up screen which says the system is running in safe mode to proceed click on yes / no select the yes option Click on start > control panel > click on Internet options click on Deleted cookies ok, click on delete files and put a check mark on deleted offline content and click on ok, click on clear history and click on yes.

(4) again under internet option on the top right click on advanced look for Browsing and under that look for Enable third -party browser extension if it has a check mark uncheck it and then click on apply and OK.

(5) click on start > run > type in prefetch then click on the edit button on the top left click on select all and then press the delete button on the keyboard

(6) click on start > run > type in msconfig under general put a check mark next to selective startup, on the top right click on services at the bottom there is a ok button just above it there is an option called Hide all microsoft services put a check mark next to it and then cleck on disable all and click on apply at the botton right. after that again on the top right click on startup click on startup and click on disable all and click on apply on the botton right and click on close it will ask you to restart the computer so click on restart

also i would suggest downloading spyware software like spyware doctor, ad-ware on your system to see for possible infection on your system
