System runs very "bumpy"

Hi, recently I've noticed that my computer pauses every once in a while. Like when I'm moving the mouse across the desktop, watching a movie, playing a game, or anything with continuous motion, then everything pauses for less than a second, and then resumes. At first I thought it could be caused by low memory, but I freed 4GB of hardrive space. I also have 384mb or RAM. My operating system is Windows 98.

Also, when I open a large application, like a game, then my system also pauses, but this time for a few seconds, the hardware 'whirrs' up, and then when the operation unpauses, I hear the whirring for quite a while, and then it calms down again. I'm not sure if the first problem is related to the second one since I can't hear anything each time it happens, but I'm not sure. Anyone have any ideas? Need more details? Thanks
