Windows Not Starting

The computer is a 4500 Desktop
Windows XP Pro
Pentium 4/2GHz
 
This morning I woke up to this black screen message:
 
WARNING:  Dell's Disk Monitoring System has detected that drive 0 on the primary EIDE controller is operating outside of normal specifications.  It is advisable to immediately back up your data and replace your hard-disk drive by calling your support desk or Dell Computer Corporation.
Strike F1 Key to continue, F2 to run the setup utility.
 
After hitting the F1 Key I got this:
 
Windows could not start because the following file is missing or corrupt:
Windows/system32/hal.dll
Please re-install a copy of the above file.
 
I've copied the file (hal.dll) to disc from a computer running Windows XP Home.  When I insert this disc into the problem computer (with the black screen error message) nothing pops up.  I don't know how to access this file from the disc when I don't have access to Windows.  I'm not even sure that this is what I should be doing to begin with.
 
Any help would be apprecated.  And I should mention that I'm not particularly tech savy at all.
