c840 / 3com 3c920 onboard nic lights- unable to connect to network

3com 3c920 onboard nic/ c840
I am not able to create a connection to my linksys 8 port router. I am using a good network cable. There is a yellow? light that blinks once during boot over the network/modem port on the c840. Shouldn't there be a green light over the onboard nic port? The nic doesnt have a red x in device manager. I have win xp. There is no light on the linksys router port for this computer. Another computer is browsing fine on this router. I have a message network cable disconnected on the c840. It is connected.  I could not create another connection in the network dialog box. Please help.

Okay those Link Lights indicate connection speed Amber(yellow) indicates a 100mbit connect. and a green led indicates a 10mbit connct. this is on the left side the right led indicates Packet collision, sounds bad but it just means data is being transferred. if you get link lights your port is good. make sure its enabled in bios, go into windows and go to Start > Run and type CMD in the box then type "ping localhost" if you get 4 replies your card is communicating with itself fine so the card is good. if both of those pass the card and port is good making hardware failure very unlikely. so next step would be pulling your network drivers in safemode rebooting and reinstalling them. if that doesnt work make sure your getting a valid ip address and DHCP is enabled and autoconfig is enabled. you can check this at the CMD window by typing "ipconfig /all" and looking under "local area connection"

Question: Could the fact I only have the 700w/v  power supply which runs the computer on battery mode <1.2 mhz processor mode> instead of the 900w/v  power supply  which runs the processor on 1.6 mhz speed have an impact on the port functionality. It responds to an internal ping but the port doesnt put anything out to the linksys router . Everything is fine in device manager. Dell support troubleshot but said the port must be bad. I forgot to tell them about the power supply substitute. Maybe there is something in the bios for this, I looked some but am not all that familiar with this bios. I have the latest bios a13. Updated last week. Any info helpfull, Thanks.
