How to turn OFF Dell's Wireless Mouse & Keyboard; how to update their DRIVERS

I’m working with a Dimension 8400 system.  Can one turn OFF its wireless Mouse & Keyboard after the system has been SHUT OFF?  It seems it’s ON all the time, using/wasting batteries.

Also, do I need to periodically update Dell’s wireless Mouse & Keyboard DRIVERS?  If so, instructions and/or links on how to proceed would be appreciated.

The keyboard and mouse will automatically go to sleep after a period of inactivity to conserve battery power.  With the mouse it helps to park it on a light colored surface to help insure that it goes into a full sleep mode.
 
As for the drivers, for keyboard and mouse drivers I generally leave these alone as long as they are working good.
