Dell Dimensions E521, Please Help!!!!

After a split second power failure I decided to call it a night. Next morning I tried turning my "2nd" computer on. The screen starts off as if windows is loading till about half way, then the "Systems Info" page comes up. Instructions says to hit "esc" then "exit". I do this and windows continues to load, when it gets to where you should see the desktop, the "Systems Info" page appears again. I have unplugged the power cord and plugged it into another outlet. Computer boots up fine. Once I have either done an update where rebooting applies or shut down myself I end up with the same problem. I am not able to unplug from one outlet to another right away and boot up. It is always, I have to wait a while or till the next day and change the electric outlet i'm using before computer will boot up properly. I can tell when the problem will occur, I hear several quick ticking noises and then the "System Info" page appears. Using the same monitor. I have 2 computers hooked up together via router/dsl. The main computer booted up without any problems the same night. My problem is only with the 2nd computer. They were both plugged into the same outlet. I was told by a member of this site to do a system restore, which I did. That worked for about 4 days and then the same original problem returned. I have also tried hitting the F8 and doing a computer repair and that did not do anything. I have changed the power cord to the tower. I was able to boot up once and then tried rebooting and same problem returned. I am at a total loss. Please help!!!!

This is what I have found so far according to the page you asked me to take a look at. Diagnostic Lights: 1 2 3 3 4 1 2 3 2 4 2 3 4 1 2 3 System Information page appears (blue screen) Only way out of going around in circles is to push the power button to shut down. Dell Diagnostics: Error Code 0F00:137B MSG IDE Device failed: Blank Media or No Media is present in optical drive. Test requires Media with Data (resource cd, installation cd) During the VESA SVGA Video - Video Memory Test, at one point a box appears that says Mode Not Supported H:63.9 KHZ V:59.9.HKZ Also ran Symptom Tree: Can not boot the OS - all tests passed Checked the device manager and found no Exclamations within there. I have also tried hooking up another tower. Only plugging in the power cord, monitor, keyboard and mouse, the same problem appears. I tried unplugging the mouse and was able to load windows successfully. I plugged it back in and problem returned. I tried a brand new mouse and the problem once again occurs. I am trying to borrow another monitor so I can try that and see what happens. I am at a total loss.
