Persistent Problem with Dell Mobile Broadband Utility

I am able to get the Dell Mobile Broadband Utility to respond and indicate that I am connected.  However, once connected, I am unable to do anything online.  I get error messages that imply there is no connection.  I usually try to reload the drivers, but this doesn't seem to help.  I went through this before, and Tech Support had to send someone to replace the component. 

This problem occurs about 75% of the time.  Will have to consider this when it is time to purchase new equipment.  In the meantime, what's the solution?

Which service provider are you using? Verizon or AT&T?

I have AT&T Mobile Broadband service as well except that I use a Sierra Wireless PCMCIA card.
