What is the computer model?
Have you tried running Dell Diagnostic's extended tests?

When this happens is the power button LED, Steady Blue, Blinking Blue, Steady Amber, Blinking Amber?
Are there any 'Beeps', or error messages, if there are, please post the exact text of the message?
Have you made any changes to the 530 recently?
The Inspiron 530 Troubleshooter and Diagnostic Codes are HERE.

Hi... I tried to book from the utlility partion...this message came up
loading drmk version 8.00
Himen.sys 8.09
drmk version 8.00 (build 00007) copyright (c) 2005 dell inc
unable to create directory
I turned it off and back on..there is one beep after you turn it on, and then it brings up the dell with the blue line under it...The Power light stays steady blue, and so does the light at the bottom
No other messages come up

Maybe BIOS needs to be reset?
Power off and unplug.
Press/hold power button on the tower for ~15 sec.
Open the case and remove the motherboard battery
Press/hold the power button again for ~30 sec
Reinstall the battery (right-side-up!) and boot with only mouse, monitor and keyboard attached.
