Latitude E4300 will not boot or run off of charged battery

I have an E4300 running Windows7 pro.  I can boot/run when connected to the power adapter.  The battery status is "plugged in, charging" but remains at 67%.  When I unplug the power adapter, the laptop immediately shuts down.  I am unable to boot up without re-connecting the power adapter.  

Any suggestions or assistance would be greatly appreciated!
