Network Controller not found after re-install of Windows 7

My hard drive crashed earlier this year, shortly after I had a new hard drive installed along with the same OS. 

However, my Network Controller hasn't been working correctly. I go through the steps on the Support Tab on Dell.com, let the scanner run, enter my service tag, download the required drivers, install them properly, restart my computer, and it all reverts to square 1. 

Sooooo, I have no clue what to do anymore. 

Any help would be appreciated.
