Is the accelerate function of Intel Rapid Storage Technology available on a Precision M4500 with A15 BIOS?

If the system has both a hard drive and an mSATA solid state drive, it should be, yes.

You'd have to check whether a) the chipset supports it, and b) dell enabled it on the chipset.
