Remover throttling from dell venue 11 pro 7130 i5 4300y for max proformance

Thanks to BALLAL ENKI i was successful in removing the throttling from my dell venue 11 pro 7130 and I thought id share the procedure. 

Dell apparently throttles the i5 CPU so much that it runs slower than even the Intel atom powered one, if you download Intel XTU and do a CPU test you see what am talking about. These steps remove said throttling so you can get the max out of the CPU and still get a decent battery life and CPU temp:
