Installing Win 7 after HDD failure

My girlfriend's XPS15's hard drive died the other day. I want to replace it myself, but I have an issue. The Windows disc that came with the laptop is missing. I need to install Windows 7 Home Basic but I can't get my hands on any kind of disks or even .iso files to do so.

The windows recovery site says that it will not allow OEM licenced users to download their Windows 7 iso.

Is there anyway I can still use the OEM licence that came with the laptop to reinstall windows?

Microsoft broke the Digital River download links for Windows 7 and replaced them with a non-functional Microsoft Software Recovery Tool. You will need to call Dell Technical Support Ireland to request a Dell Windows 7 Reinstallation DVD or look for one on eBay.

Yes it will cost but the price is at the Dell Technical Support Agents discretion, if they agree to ship you out installation media at all. Microsoft seem to have made some policies preventing Dell from shipping out installation media this has made life difficult for the end user especially as they now do not let you download a .iso for the Windows 7 OEM license...

I was really hoping to avoid that :( If it is out of warranty will it cost me to get a new disk from dell?
