Dell inspiron 15 3521 windows 8 plugged in not charging?

Recently I had my operating system re installed and now my laptop won't charge past 77% is there anyway to fix this? I've already tried resetting the battery, taking out the battery and trying to update drivers or scan for changes and that did not work. Is there a way to change the settings so that it will charge to 100%? I've already disabled desktop mode and that didn't help either. Any help would be a appreciated, thank you!
