Inspiron 14 3451 Touchpad with Windows 10
I recently picked up an Inspiron 14" 3451 for work. I love windows 10 on my desktop so immediately upgraded the Insprion's 8.1 OS, but (as someone who loves a clean wipe with no bloatware) checked "Keep nothing" when installing.
Since the the Dell's touchpad is listed as a generic PS/2 Mouse under the Device Manager, and no driver installation or restart can convince Windows otherwise. That that means is I can't scroll or use any gesture based navigation!
I've gone to the support page and downloaded the drivers, they do nothing. I feel like there's a piece of software I'm missing and can't see to find. Any help would be appreciated, navigating Word Documents and websites is really awful right now.

I would ask you to install windows 8.1 drivers in compatibility mode. This link will provide more information about compatibility mode.

Unfortunately this did not work. The problem appears to be that Windows 10 believes it's microsoft PS/2 Mouse driver is the *best* driver for the touchpad. When I tried to force Windows to use the Synaptics driver downloaded from Dell, the touchpad stopped working completely. I've gone back and tried to use the touchpad as a PS/2 Mouse it it now failing to start... essentially I went from a touchpad that "kind of" worked to a touchpad that does absolutely nothing.
Pretty frustrating that Dell is so wrapped up in OEM drivers instead of either a simple driver with built in gestures or an easily accessible piece of software!
Now I've got a completely broken trackpad where no driver helps it work in any compatibility mode... Next steps?

Dell have a Windows 10 64 Bit (WT64a) driver for that model, Synaptics version 19.0.9.4:

Like I said above, the problem is that Windows 10 prefers its own PS/2 Mouse driver to Dell's .EXE install driver. That synaptic driver will install but it will not replace the Windows 10 Mouse driver.
I'm going to submit the following as an answer to my own question, as I played with it last night:
1. Right click the Windows 10 Start Menu, click Programs & Features, and uninstall any Synaptics drivers
2. Restart (if prompted)
3. Download the latest Synaptics Touchpad Drivers either from Dell's support on your device or here: dellwindowsreinstallationguide.com/dell-touchpad-drivers
4. Run the driver EXE but instead of clicking "install" click "extract" -- wait for that process to finish then click "view folder"
5. Navigate through the folders to find the x64 folder (should be C:\(Folder you extracted to)\WinWDF\x64
6. Copy this pathway
7. Go to Device Manager (right click the windows start button), find the PS/2 Mouse under "Mice and other pointing devices" -- right click it and hit properties.
8. Click "update driver" on the driver tab.
9. Click "browse my computer" then "let me pick" then "Have Disk"
10. Paste the path you copied (steps 5 & 6 on this list) and click next. You may get a warning from Windows saying it isn't sure if this is the right driver (fortunately it is). Click next.
11. After a little bit of waiting click "Dell Touchpad" and then install. You'll be prompted to restart, do so.
12. You know have a Dell Touchpad driver installed on Windows 10. All your gestures should work (including scrolling) and you should be able to customize the touchpad in Mouse Settings.
