If you don't need it, sure.
Just to be safe, manually set a System Restore point. Then go into Device Manager and find the listing for the FAX modem. Right-click it and select Uninstall to remove the driver, so you won't get error messages about "device not found". Exit Device Manager and shut down.
Unplug PC and press/hold power button for ~15 sec. Open the case and remove the modem card. Install a PCI slot blank to cover the empty slot to keep dust/dirt out of the case and maintain normal air flow. Close the case and you should be good to go.
