Keyboard and mouse after reset

Hello, 

I have a used OptiPlex 755 that I did a reset on. Now that the reset was complete, the keyboard and mouse are not being recognized. Power is being supplied to both at first (the mouse light is on and the keyboard backlight is on for about 10 seconds). The ports are USB, NOT Ps/2. None of the keys work so F8 and the windows key are out of the question.

It is trying to go through setup, asking what time zone and other personalization tasks so I haven't been able to see the desktop yet.

I don't think it is a problem with the ports or the I/O hardware as they were working fine before so I'm wondering if the reset did something to the driver software.
