Help Dell 9010 after bios reset to factory setting cpu have lost bus speed and cant use turbo boost

Please Help , i have a Dell 9010 i5 3570,cpu speed 3.40 mhz and max speeds 3.80 mhz but with Intel Speed step off and turbo boost on and power plan high performance.

It was always at a speed of  3.54 ,always, even on youtube videos or playing video games it was always at 3.54, and them i decide to install the spectre intel patch ,and because the pc was weird after the patch, and had a weird buzzing sound,maybe because turbo boost was always on and always at 3.54 or maybe because of the patch, but i decide to format my hard drive and now the pain started.

After bios reset to factory setting ,Cpu have lost speed ,now its always at 3393.1 MH ,not even 3.40 the minimum the specs says,turbo boost is on ,on the bios BUT does not appear on windows 8.1, so Im guessing turbo boost is not working because, the speed is always at 3393.1 MHz

-maybe is the spread spectrum? where is thats setting?

-Maybe is a factory trick that dell have to speed up procesors? it was 3,54 mhz now 3393.1 MH

-maybe a registry trick so i can have turbo boost on always, like before
