Unfortunately, Dell does not have any iso downloads for Vista and only has the Windows 7 image for current business machines. You will need to purchase a copy of Vista or Windows 7 from the internet.
I have a Dell Latitude E6500 and, installed Windows vista and Coa stiker windows vista there.
i had upgrade ram into 4gb, but when in want to install again windows, the cd recovery is gone,
so can i get a Image recovery for my laptop Dell Latitude E6500 with Windows Vista 64 Bit ? or With Windows 7 64Bit ? or other recovery os with 64Bit ?

There is no way that upgrading RAM caused your recovery partition to be deleted.
However, since Microsoft has discontinued security support for Vista, you should either buy a new license for Windows 7 or Windows 10. Microsoft is discontinuing support for Windows 7 in 2020, so you may want to factor that into your decision on which license to purchase.

Go into Drive Management and post a screenshot of what it shows. That will tell us whether the recovery partition is there or not. https://www.lifewire.com/how-to-open-disk-management-2626080
