Latitude 5480 intsalling window 10 hang up using right side USB3.0

I use right side USB3.0 port to install window 10 in this Latitude 5480. It always hanged up at this step.

Toshiba, Hynix and Samsumg(PM951,PM961)  PCIe Nvme SSD drvies all have this problem.

But I used left side(USB 3.0 port) that is always OK.
I think it maybe has a serious crosstalk in right side USB3.0 port and PCIe SSD port.

Or, could you has any upgrade programs or any approach that can solve this problem?
