Can't boot to USB/CD

I am trying to install Windows 10 using a UDSB or CD whatever works. The PC won't boot to any bootable media. I know it's reading the drive because I se the light on the CD and USB  blinking. It will go ad far as the Windows logo then no more blinking on the drives and then it reboots the pc. Turning it into a boot loop it just gets to a point it stops blinking on the drives it will reboot or freeze at the Windows logo. I have tested the ISO to see if it was good and Bootable and it is. I changed some basic setting in the BIOS still no luck.

    Did you download the media creation tool from MS when you created the bootable USB drive or CD?

    I am not a Dell employee...I am forum volunteer

    Yes I did I made a MS Bootable USB and a ISO for CD right from MS.

     

    It's a Inspiron 5665
