I too have a Dell Inspiron 3470. Mine is 3 years old. I too upgraded the BIOS using Dell Assist and the issue remained same. Computer boots three times and only on the third time it boots giving a warning message "Time of day not set" etc etc.....So far no solution has given by the Dell service team.
