Everytime I switch on, get to the "windows is starting up" screen and does not go any further. Any Ideas?

Boot, press F12 and run the Dell diagnostics.

I am 81% the way through my third Diagnostic test with no error codes or whatever.

Try safe mode (F8) - if it'll start up that way, you'll have to then track down what's causing the system to hang.

The event viewer (start-run-eventvwr.msc) is a good place to start.

I have the results to the daignostics which is a succession of error codes (1100:012A, 1100:0321,1100:0421,1100:0426) I guess the procedure now is to ring this through to dell?

If the computer is under warranty, you guess right.
