Dell Inspiron 530s....

This computer had been sitting for about a year.  No problems prior to storage.  When I go to boot, I get the "Diskette Drive 0 Seek Failure" error.  My assumptions are that the battery has died and reset itself to look for a floppy first that doesn't exist (also mentioned in other threads).  So I try to enter the bios by pressing F2 when prompted, but nothing happens.  It is a USB keyboard, and the computer doesn't appear to "see" it at this point.  I have tried a different keyboard with no luck either.  I would have tried a serial keyboard, but there is no PS/2 plug on the computer.  I then tried to reset the bios using the jumper method, and still nothing.  I feel sure that if I can get to the bios screen and reset the boot order to the hard drive first, the computer will boot.  Any suggestions on how I can get to the bios screen?
