computer will not start up at all

hello,
i have a dell dimension 5100 desktop that will not power up...it is plugged in and i know it has power to it, but will not turn on when you press the power button.  there is a green light on inside the case.  it has power to the computer but will not turn on at all.  do you have any idea why this might be?

unplug the power, remove the memory and plug it back in and try it. It should beep then. If not, you may have an issue with either the Mobo or Power supply.

it does not beep at all...and there is no lights on the front or back of the computer that turn on.  the only light that turns on is the light inside the computer on the motherboard.

I am experiencing the same problem on my other computer. I replaced the power supply and that didn't change a thing. A tech is coming tomorrow to replace the motherboard. Hope that's the problem.

The Tech told me yesterday that it could be the cpu. I'm gonna send the computer back to the factory and let the experts figure it out.
