Try powering off and reseating the video card and then power up. Does the Dell screen appear on boot?

I'm not entirely sure what you mean by reseating.  You want me to remove my video card, and reinsert it?  I'm not a techpert or anything, but if its that simple I can do it.  Just want to make sure I understand what you're suggesting I do before I do it

They seem to flash around a bit for a moment after turning it on, but then all go out, and its just the hum of my tower and LED lights to let me know its on, other than that, the monitor doesn't look any different than if it were completely disconnected, and the tower doesn't sound like its trying to do anything else.

Yes, the power light is amber the whole time.  I do have a second monitor, and I did connect it to the pc with the same problem.  But I am on that second monitor on my second computer right now to look for help, so the second monitor definately isn't dead.  I had the monitor turned on by accident while I was disconnecting and reconnecting, and the self-test image colored bars did come up as well, I noticed that one by coinsidence. 

You say it goes to power save mode.  Do you mean the power light is amber all the time?  An amber light may indicate no video signal from the PC.  Do you have another monitor you can connect to your PC to check it?  When you have the monitor turned on WITHOUT it connected to a PC, does it display a self-test image (colored bars)?  If not, the monitor may be dead...

When the PC is powered on, what color are the 1234 Diagnostic Lights?

I have removed the graphics card and reseated it.  Still the same exact problem.

I went back and turned it on again and recorded it with my Flip so I could pay attention to what the diag lights were doing, but it pretty much seemed like they all flickered at some point.  Is that normal?  It only took 10 seconds for them all to go out though, which is what its should o on a normal boot right?  or a pre-BIOS failure. . . Also, when I go to turn it off in flicks off in a second which is faster than it usually does, I was wondering if that might mean anything about its current condition. 

Not sure if it matters, but I have a green power lights, some of the posts I've been reading about mobo failure mentions the light being amber, just wanted to point out that wasn't the case and hope that my mobo isn't kaputz

Is the power LED on the computer solid green, blinking green, solid amber or blinking amber? Are the monitors you connected to it flat panels? If so, are they connected with an analog or with a DVI cable?
