    tomorthway,

To add to Pamela's post (I believe you must have the taskbar unlocked or it wouldn't have moved halfway--or at all) you will probably have more luck dragging it from the top of the screen to either side, then to the bottom.

Have you tried to unlock the taskbar before moving it?
Right click on a blank area of the taskbar, remove the checkmark next to
unlock the taskbar, then move the taskbar to your desired destination, and then make sure to lock it in place.

    Tomorthway,

First, close all windows and return to the desktop.

Now then, my Taskbar works like this: If I right-click on the Taskbar and hold..., a shadow box appears, engulfing (or highlighting) the perimeter of the Taskbar. This shadow box is not related to the double-headed arrows in the dragging technique.

If I continue holding my right button down, I can move my cursor's arrow to any corner of the screen, SLOWLY; and an outlined box will appear where I intend to go. For example, if I wanted to move my Taskbar from the bottom of the screen, I would first right-click and hold on the Taskbar until the outlined box appeared. Then I would slide my cursor to the right corner of the screen and wait until a vertical outlined box appeared along the rightside of my screen. Once it appeared, I would then move my cursor (which I have been holding in the right-click mode) to the top right-corner of the screen. A new shadow box would then appear along the top of the screen. If I then let go (of the right button), my Taskbar will appear inside the shadow box (which actually disappears).

Consequently, if you want to move from the top of the screen to the bottom: right-click on your mouse, anywhere on the Taskbar, and then slowly begin moving the shadow box from the top postion down, along the sides, to the bottom of the screen.

When you say that you can move your Taskbar only halfway, I believe that you are attempting to "drag" it, rather than "move it."
