It may be. Remove the drive, mount it into a 2.5" external case and attach to a working system by USB - see what you can read. If you can't read the drive, but still need the data, a data recovery service can likely retrieve your data - though it will cost a few hundred dollars at minimum to have the work done.

A bootable Fedora USB is often helpful for data recovery as Fedora can often read the drives in cases where Windows can't:

Hi Vinsom,
Welcome to the Dell Community.
The error 200-0142 is for hard drive failure and you would need to replace the hard drive.
Since the hard drive has failed, you would not be able to access the recovery partition on it. Saved data would be lost and any software’s previously installed on your computer would have to be re-installed.
If the computer has active warranty, Kindly private message the service tag of the computer so that I can arrange for a service on the computer.
To private message the service tag, click on my User name and click "start conversation".
Awaiting your response!
