I have a Dell Latitude D630. All of my USB ports are 1.0. I would like to know if I can buy a USB 2.0 port to install in the laptop?

According to the manual you should have "four 4-pin USB 2.0-compliant connectors"
download User's guide (pdf) and see for yourself

They're all USB 2 as noted - if they're not showing up that way, make sure you've installed the chipset driver and (if XP) Service Pack 3.
