ST2421L, black bars, AMD overscan

I bought my XPS8300 machine from Costco last year. The monitor it came with is 24 inch ST2421L.  I recently upgraded the Operating system to Windows 8. Since then my monitor displays only 22 inches of the screen instead of complete 24 inches. Basically there is an inch of non-displayed black strip around the 22 displayed part. The clarity of the letters has gone down. This seems to only happen when I use HDMI connection. I upgraded the driver and from DELL's site and I made sure they are current. I'm selected the maximum resolution 1920x1080 that is available in the resolution setting. Did anyone run into similar issue? It appears like it is a driver issue. Not really sure what my options are. I really appreciate any help.

    Hi EZ,

    This issue occurs if the ATI Catalyst 9.XX control center scaling default is set to around 7.5 under scan, which causes wide screen displays to show thick black borders around all 4 sides of the display on systems with an ATI Graphics card.

    Please follow the steps provided below to fix this issue:

    1. Right click on the "Desktop" > Open "Catalyst Control Center" > Switch to "Advanced mode" > Click "Dropdown Menu Graphics" on the top Right > Select "Desktops and Displays" > Right click on "Currently Active Display."
    2. Select "Configure" > Click on "Scaling Options" tab > Move the scale to the right until you get a full screen image > Click "OK".

    I had the same problem and fixed it.

    1. Install ATI Catalyst Control Center
    http://support.amd.com/us/gpudownload/windows/Pages/auto_detect.aspx

    2. Download the complete package and install Catalyst Control Center (you can update your video drivers as well if you like)

    3. Run the Catalyst Control Center.  Expand 'My Digital Flat-Panels' on the left, and click 'Scaling Options (Digital Flat-Panel)'.

    4. Drag the slider to 0% (Overscan)

    This will fix your problem.  Also note that if the settings revert when you restart the machine, repeat steps 1-4 then check the 'Use the scaling values instead of the customized settings when the desktop resolution does not match your DFP resolution' option.

    On left expand My Digital Flat-Panels

    Select Scaling Options

    Move slider to overscan 0%
