U3415W, display is jumping

I've started to notice that my U3415W screen jumps around an a little gray bar appears at the bottom (a couple of pixels tall). Sometimes, it's one hop. Other times, it shakes like it's having a seizure. I've noticed this on a Windows 10 PC and on my MacBook Pro. I've tried connecting via DP-to-USB C cable, HDMI through a hub, HDMI directly - it happens with all configurations. That's got me thinking it's the monitor. I shot a short video to show what I'm talking about. Question to the community: does this seem like a bad main board? Would replacing it with a salvaged PXF79 board on eBay potentially fix this? Are there other things you can think of? Many thanks!

    Dell cannot speak to the repair since we do not do them. We only exchange them while still under the purchased warranty period.

    * Turn the U3415W off
    * Disconnect ALL cabling from the U3415W
    * Press and hold in the U3415W power button for 8 seconds
    * Reconnect the power cable to the U3415W
    * Connect one video cable from the Windows PC to the U3415W
    * Turn the U3415W on
    * Turn the Windows PC on and boot into safe mode. Do you see the issue?
    * Restart the Windows PC into normal mode. Do you see the issue?
