Can i change the graphics card?
can I change my graphics card on my desktop?
This is the model:
Dell Optiplex 3070NI5VPNPF9PN Tower Core i5-9100 8GB 1TB HDD 2GB Dos Black

According to the Optiplex 3070 Spec Sheet:
AMD Radeon™ R5 430, 2GB; AMD Radeon™ RX 550, 4GB; NVIDIA GeForce® GT 730, 2GB
GT 1030 is still an option.
Built in you have Integrated UHD Graphics 610/630.

Do I need a mini tower? Also how can I change the graphics card?
Reply Mini Tower has the most options.
Micro has ZERO options.
Desktop can use 40W GT1030 Low Profile cards.
Graphics Options

This depends on the form factor of the computer
-
If you have the BIG tower then you can use a GTX1050 ti.
-
If you have the slim tower then you can only use a GT 1030
-
If you have the TINY computer then you can't use a graphics card as there are no PCI-E slots

Yes, it looks like it could work because the minimum requirements say at least a gt 740 GPU which is older than a gt1030.

Due to the numerous CPU options, there's something I'd like to do. Pick the CPU you want (up to you, but hopefully not Celeron or Pentium dual core). Then, of the options given above, can pick the best GPU to go with your CPU for the least amount of bottleneck.
And yes, mini tower is the best option.

Optiplex 3070 is proprietary and there is no Graphics Card
They use Intel® Integrated Graphics.
If you have a mini tower you could add a GT1030 GPU.
