I think you'll be happy to know people/YouTubers have been using Optiplex's with 240w-290w PSU's for 75w cards for quite some time.  WiFi card is a whopping 2w.  I don't know what it is with bluetooth.

Depending on all what you want to do with your PC, like if you wanted to add extra drives, a little higher wattage PSU can't hurt.  If you were to go with something like a 400w-450w PSU, make sure it has the same, if not more power, on the 3.3v/5v rails as the Dell PSU   EVGA B1 or BR and Corsair are good brands just to name 2.

PSU mfrs can boast total wattage, but sometimes skimp on the 3.3v/5v rails as compared to Dell PSU's, and then they don't work.

Also, for example, (can't be used in a 7010) the Optiplex XE2 MT PSU is 365w.  That has plenty of power, I'm sure with some to spare, for what you want to do.

I have read a lot of dell community forums in the past few days and so many of them are very unclear in answering questions (cuz pc building is never black and white). Just for clarification, a gtx 1050 ti WILL work in this pc, correct?
