In place upgrade on Optiplex 7040 error.

I am attempting an in place upgrade from Win 7 Enterprise 64 bit to Win 10 Enterprise 64 bit. The process is not giving me the option to keep all my apps and files, This area is greyed out. The error I am receiving is:

 

"Your files apps and settings can't be kept because you're installing an edition of windows that's different than the one you're currently using."

 

I have done the following:

-updated the drivers and BIOS

-fully patched Windows 7

-confirmed there are no other languages other than US-English installed in Windows and in Office

-confirmed there are no other languages installed in Office other than US-English

-the system locale is US

-made sure that the Program Files folders are located in the proper drive and directory in the registry

-Windows 7 is 64 bit as well as the Win 10 upgrade I am attempting to install

-the version of Office installed is 2013, I have uninstalled that as well using the Microsoft Office uninstaller.

-uninstalled the Anti Virus.

 

I am in a corporate environment and have had no issues with our Optiplex 9010 or 9020 PCs. It is only the 7040s which I cannot upgrade. So far I have had about 8 that will not upgrade so it does not appear to be an anomaly with just one machine.
