I'm planning on getting a new GPU for my wide tower optiplex 960, but I need a 365-400W PSU that's compatible with it. I'm only seeing posts for the mini tower, which might mean that it's a smaller mounting. I'd really appreciate information for a compatible PSU for this tower, thanks

That's nonsense. EPS12v breaks apart into 4 + 4 the same way the 24 pin breaks apart for 20 + 4 (This has nothing whatsoever to do with why its not working) All Rails count. Power supplies are NOT a single spec of WATTS.
Make sure the PSU you get has just as much, if not more, power on the 3.3v/5v rails as the original Dell PSU. Aftermarket PSU's often boast more total power, but skimp on those rails. If those rails are slumped, it might not work or work correctly in a Dell Optiplex.

No need to be confused. Optiplex 960 tech guide shows MT has standard 24 pin ATX and 4 pin cpu on motherboard. Dell stock 305W psu also has standard 24 pin ATX connector. If you look at Dell official procedure guide on how to remove 960MT psu, it also shows standard 24 pin ATX on motherboard.
you can upgrade with any standard ATX psu with 24/4 pin. I would just pick a non-modular psu from other Dell mini tower model line or EVGA that fits your budget and need. A brand new EVGA nonmodular 650W psu from Bestbuy was at one time on sale for $30. Probably no longer available. But a 460W Dell XPS 8000 series (8300/8500/8700) psu would do. e.g., 82WHM RH8P5 6GPR9
PS. Optiplex 960 DT/SFF motherboard use mini 24 pin ATX and their form factor are non standard. This is irrelevant to you because you have a 960MT.

No MT minitower is what you have and its psu is standard ATX form factor. it looks wider than DT, but standard terminology is MT.
the narrower form factor is DT, next smaller one is SFF.
