Take the server to its minimum to post configuration, thats the minimum components to allow the R710  

•System board
•Risers
•Processor (CPU1) with Heatsink
•Power Supply
•One stick of memory in dual in-line memory module (DIMM) slot A1
•Control Panel with cable

Try powering under that configuration and see if it still hangs. If so then power down, remove the power cables, hold the power button for 20 seconds to drain flea power. After that then locate the NVRam_CLR jumper, as seen below, move the jumper over and power the server to clear the NVRam. After that then power down and restore the jumper to its original location, then power up and see if it still hangs.

Sorry for the late reply. Things happened and I haven't been able to troubleshoot too much. I did replace the system board by buying from reputable dealer. But I am still getting the stuck at bios screen. The likeliness of having two boards with the same problem would be crazy. I did clear the NVRAM of the new board. I can't think of what else this could be.

Do you have any other ideas?

Yes it is. I even swapped RAM and CPU sockets for CPU 1. Nothing seems to work.

When you said CPU sockets for CPU1, did you mean that you swap the CPU or swapped sockets? Do you have another CPU to try on CPU1 socket? Does the server control panel show any errors? 

I swap CPUs and yes I do. And no I do not see any errors.

I can't think of anything else other to conclude it as main board issue. I'll let Josha know the outcome, let's see if he has any idea. 

Do you have a mouse and keyboard attached? Try disconnecting them if you do.

if you are on a single cpu, single dim no cards on a new motherboard there isn’t anything else that it could be.

Everything is disconnected from the Server. I have it down to minimum specs.
