How to setup email alerting for a PMAX via cli (or symcli) ?

Yes it does. You can use the Unisphere for PowerMax Online Help to explain how it can be done. Here is a link to that guide as well as PowerMax 2000 or 8000: Info Hub Product Documentation and Videos.
