BIOS is reporting CPU2 Liquid Cooler Failed, replaced with spare stock CPU Heatsink/Fan

What could be wrong with it? can it be fixed?

Trying to source another refurbished one but by the time it arrives will cost me US $500 with a 90-day RTB warranty.
