We have purchased two (2) Samsung DDR4 2133MHzCL15 16GB RegECC 2Rx4 (PC4 2133) Internal Memory M393A2G40DB0-CPB. We have only 1 CPU. Currently the device has four (4) 4 GB sticks of RAM. BIOS update A34

When installing the RAM, I install them at DIMM 1 and DIMM 2 as the manual states. However, when trying to boot, the workstation powers on but does not POST. I have tried to only use 1 RAM module and still the same issue, no matter which RAM stick I am using. However, when I put the old RAM back in, it boots just fine. Am I missing something?
