My customer is running EX v4.70.434. When I look at the MSMQ Private Queues on the EX server, I see 4 messages in the ex30_rule_queue. They seem to be "stuck" in this queue!
you can use msmqmsgviewer.exe utility to browse the content of the message queues. Maybe its just the first message in the queue which causes the "stuck". So try to delete this one (also with msmqmsgviewer.exe). If this doesn't helps, you can try to use ReadMSMQ.exe. With this tool, you can export the whole content of the message queues. Then you can analyze the messages and after that re-import the messages back to the message queues. We had this problem twice. Please read the admin guide (chapter maintenance) for correct syntax for the two utilities.
The customer mentioned to me that the problem occurs every so often and he simply stops and restarts all the EX services. I upgraded his EX software to 4.70-SR1. We'll see if that fixes it.
